I don't own any SW figures but I am confident that the Toy Biz Bullseye's hands don't pop out like the current Marvel Legend figures do. With that being said, I would:
Splice both sets of hands
Drill a small hole in the base of the SW figure and in the Bullseye hand, glue a small rod into it (can get these at Hobby Lobby) (this is optional but would give more support)
Glue the top of the Bullseye hands to the SW figure ...

I think he cobbled it together from an assortment of parts. You could email him and ask, Loose and his staff are extremely pleasant individuals. You could also post a pic as he made this back in 2015 and people may have forgotten what it looks like.
I've always had great success with Vallejo Mecha Varnishes. They are airbrush ready but can also be painted on. Acrylic based and strong as heck.

You can actually do a lot of small detail work if you have a detail airbrush (ie Sotor 20/20) as well. Silly putty/frisket film/etc can help with small details also.
You can airbrush over small areas as well, it's just a matter of how much time you want to spend masking the area. There are also detailed airbrushes out there. For example, I use Badger Patriot 105 to do my big areas/ basecoat and then I use my Badger Sotor 20/20 for detailing like eyes and mouth areas
I will second LuvNidleness, and spend the money on quality stuff. I had a cheap compressor when I started out and couldn't even control the PSI, after it died, I got one that I could that was a little more expense and it makes a world of difference. Now when that one dies, I will probably get one that has a large tank on it so I can spray when my daughter is sleeping.
Same with the brushes, there is not a whole lot more to spend between a cheap brush and an expensive one. The expen ...

You really don't need the "action figure" portion of your search. If your friends know any thing about printing, they should be able to splice and resize any model into the size you need.
For example, I wanted a Batman Who Laughs head, so I got a model bust, spliced the head from the model, resized, and then printed.

I use the Vallejo color charts as well. It might be my eyes, but I find that the colors tend to be a tad lighter than what is shown on the chart. This could probably be countered with priming in black but I prime in gray generally.
Reaper used to have a power palette on their site that as a color matching tool. There is also someone that developed an app but I don't have the time to get it up and running. You have to import the color charts I believe. It is located here:

Thank you! You'll probably by disappointed but it's super easy. I spray the area red, use my wife's Cricut to cut out a stencil in vinyl, primed with white, painted with yellow. The back S is just an iron on vinyl cut in a yellow diamond and the S cut in black iron on vinyl, both with the Cricut

Exactly. As antithetical said, you can use the spray as your normal color, but I usually just use it as a primer and then paint with the game air. Game air is great since it is already thinned down and if you let it cure for two days, its one of the most durable out there.
