Hartley Rathaway was born deaf and received assistive technology in the form of hearing implants thanks to research funded by his wealthy father and built by Dr. Will Magnus creator of the Metal Men. Obsessed with sound, Hartley would develop vibrational technology that could cause hypnosis or even physical damage to whomever his instruments were turned upon. A frequent foe of the Flash, the Pied Piper would eventually quit his Rogue-ish ways and become an ally of the second Flash, Wally West.

This version of the Pied Piper is based on his villainous Silver Age appearances as was requested by the person who commissioned his creation. He was made using a combination of DCUC Spectre legs, and standard DCUC male torso, some Jack Knight Starman arms, a modified Steppenwulf tunic, and the head from a Marvel Legends Arcade figure. A lot of sculpting was done on the torso and a hat was also fashioned using moldable plastic and milliput, as was a scratch-built horn to complete the look. But the most fun had to be painting those polka dots, because who doesn't enjoy painting various sized circles all over a body and arms. Nothing strikes fear into civilians and the Fastest Men Alive like booties and polka dots, I guess. But he was a fun challenge to create as everything seemed to come together rather harmoniously.
