Scott Norton began his wrestling career in 1989 with the AWA and quickly moved to NJPW in Japan, where he became a prominent figure in the tag team division. On November 5, 1991, Norton substituted for an injured Scott Steiner in a match for the IWGP Tag Team Championship but lost. He later won the IWGP Tag Team titles in 1992 and 1993 with partners Tony Halme and Hercules Hernandez. In 1998, Norton captured the IWGP Heavyweight Championship, holding it for 103 days before losing it to Kenjo Mutoh at the Tokyo Dome Show.

While in Japan, Norton leveraged NJPW's working relationship with WCW, teaming up with Ice Train to form Fire and Ice in 1996. The duo participated in the Lord of the Rings tournament but neither man were able to win the non prestigious non title. They eventually split, leading to a feud that culminated in a submission match at Fall Brawl 1996. Following that, Norton joined the nWo, frequently teaming with Buff Bagwell as Vicious and Delicious, and supporting Masahiro Chono and helping with the expansion of nWo Japan. Norton remained a mainstay in both nWo groups splitting his time between the United States and Japan, until their dissolution.
