this figure is great, one time I was in a best buy, and found two of them. I ended up buying one to just keep in the box.

I have what looks like a Soldiers of the World Civil War Lt. Col - Artillery character, but mine is clean shaven, no beard. The uniform and accessories match, but the character is different. Did these come in different facial features?

I have a complete Sandstorm with the cut out card from the packaging available for an interested person.

I have one of these no spots variations.. Why they are painted differently? Are they repainted or playmates released them like that? And most importantly, are they rare?

As I understand, they are modern china replicas of Playmates figures. But I may be wrong though. But I may tell for sure - they are not rare at all.

An absolutely gorgeous figure, one of my favorites all these years later. I have no idea how they could afford to sell it for the price they did with that magnificent paint job. A new more poseable version of this figure came out in 2021 but the paint app is not even remotely up to this standard.
